Laban Kasama Ang Bayan Toronto (LKAB Toronto) is a community-based, not-for-profit organization founded by Filipino-Canadians who deeply care about the Philippines—the land of our birth and heritage. We are committed to supporting efforts that promote peace, progress, and national unity. Our vision is to see the Philippines thrive as a strong, secure, and prosperous nation where every Filipino can live with dignity and opportunity.
Our work is guided by our faith in God, which inspires us to serve with compassion, integrity, and hope. We believe that spiritual values are essential in building just and peaceful communities, both in the Philippines and here in Canada. Through prayer and action, we strive to be instruments of positive change.
We also express our respect and gratitude to former President Rodrigo Duterte for his dedication to improving the lives of Filipinos. His administration's creation of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) in 2018 addressed the root causes of insurgency through a whole-of-nation approach, bringing government services and development to communities long affected by conflict.

1. Expose and Correct False Claims in CPP-NPA-NDF Letters
Action: Respond to CPP-NPA-NDF letters sent to Canadian leaders with facts, evidence, and truthful stories about their crimes (like the Rano Massacre) and the success of Philippine government programs.
Goal: Stop them from spreading lies about the Philippines and its leaders.
2. Expand the "Laban Kasama Ang Bayan" Awareness Campaign
Action: Share facts, videos, and survivor stories through social media, community events, and workshops to show the truth about CPP-NPA-NDF abuses.
Goal: Help more Canadians understand how the CPP-NPA-NDF harms communities.
3. Equip Filipino-Canadians to Fight CPP-NPA-NDF Lies
Action: Teach Filipino-Canadian communities how to spot and respond to misinformation. Provide them with easy-to-use guides, posters, and event ideas.
Goal: Help them organize local efforts to protect their families and friends from CPP-NPA-NDF propaganda.
The CPP-NPA-NDF is Canada's designated terrorist entity under SOR/2001-369, comprising three linked groups from the Philippines.
The Communist Party of the Philippines, the movement’s political leadership.
The New People’s Army, its armed guerrilla wing.
The National Democratic Front, its diplomatic and propaganda arm.
The Communist Party of the Philippines–New People's Army–National Democratic Front (CPP-NPA-NDF) has been designated as a terrorist entity by Canada under SOR/2001‑360, reflecting concerns about its activities both in the Philippines and abroad. Over the past two decades, there have been reports suggesting that individuals associated with these groups have migrated to Canada and engaged in various activities to support their cause.
Since the early 2000s, there have been indications that members or supporters of the CPP-NPA-NDF have established a presence in Canada. These individuals have reportedly been involved in community organizing, aiming to garner support among the Filipino-Canadian diaspora. Their activities have included:
Organizing events and forums to discuss issues related to the Philippines, sometimes presenting perspectives aligned with the CPP-NPA-NDF's ideology.
Conducting fundraising activities purportedly for humanitarian causes, which, according to some reports, may have been partially diverted to support the CPP-NPA's operations in the Philippines. This alleged diversion of funds has been referred to as the "60/40 scheme," where 60% of the raised funds support the central committee's activities, and 40% are allocated to local units.
Engaging with youth and student organizations to promote their ideology and potentially recruit new members or sympathizers.
The activities of the CPP-NPA-NDF in Canada have raised concerns among authorities and community leaders. The potential for fundraising activities to inadvertently support terrorist operations abroad underscores the importance of vigilance and due diligence among community organizations and donors.
Furthermore, the recruitment of individuals within Canada to support or participate in activities aligned with the CPP-NPA-NDF's objectives poses challenges to national security and social cohesion.
While Canada upholds the values of freedom of expression and association, it also recognizes the need to prevent the support of organizations that engage in terrorist activities. The designation of the CPP-NPA-NDF as a terrorist entity reflects this commitment. Continued awareness and proactive measures are essential to ensure that Canada's diverse communities are not exploited to further the objectives of such organizations.
